APS Certificate for Germany: A Complete Guide for Applicants with Indian Qualifications

APS India verifies academic documents issued by Indian educational institutions. What decides whether this guide applies to you is where your school-leaving certificate, semesters or degree were issued — not your nationality. Short answers come first; the detail follows.

Last verified against official sources: 23 October 2026

What APS is
A verification of your academic documents and qualifications by the Academic Evaluation Centre India, part of the Science Section of the German Embassy in New Delhi, working with DAAD.
Who generally needs it
Anyone whose qualifications come from Indian educational institutions and who plans academic study in Germany, with a small set of exemptions. Who needs it.
Why it matters
It is generally required for the German student visa, and uni-assist asks applicants with Indian documents to upload it. It does not decide admission or the visa.
Cost and time
The individual-procedure leaflets list ₹18,000, non-refundable. APS India says verification takes at least two weeks and gives no fixed time. Fees and timing.
Master's applicants
Some must also submit a dMAT certificate. The updated list of affected fields is still pending. APS and dMAT.
Check first
Your institution's status in anabin. If it is not recognised, APS India may be unable to issue a positive certificate, and the fee is not returned.

What APS is and what the certificate verifies

APS stands for Akademische Prüfstelle, the Academic Evaluation Centre. APS India was established in 2022, following earlier APS centres in China and Vietnam. It is part of the Science Section of the German Embassy in New Delhi and works in cooperation with the German Academic Exchange Service (DAAD).

APS India does two things with your application:

  • Document verification — it checks that your marksheets, certificates and degree are authentic, contacting your school, board or university through official channels.
  • Formal assessment — it checks your qualifications against the criteria for access to German higher education, including the criteria published in anabin.

If both succeed, you receive a digitally sealed APS certificate. Since July 2024 the verification reflects your entire educational background, and any part that could not be verified, for example because an institution did not respond, is marked on it.

What APS does not do

APS India does not decide on university admission, does not decide on visa applications and does not guarantee processing within a fixed time. A certificate confirms the verification result; it is not an admission offer and not a visa.

Who generally needs APS, and who may be exempt

Short answer: if your school-leaving certificate, completed semesters or degree were issued in India and you intend to study at a German university or Studienkolleg, you almost always need APS. APS India states plainly that nationality is not the deciding factor.

The German Missions in India and APS India each publish exemptions. Their wording differs slightly, so read both before relying on one:

SituationWhat the official sources say
PhD or postdoctoral studyListed as an exemption by the German Missions. APS India adds: where the German institution does not require APS verification.
Scholarship from German or EU public fundsListed as an exemption by both, subject to the applicable rules.
Qualification not issued by an Indian institutionExempt, for example a British or US degree, or an international school-leaving qualification such as the International Baccalaureate.
Study leading to a non-German degreeListed as an exemption by the German Missions.
German language course onlyAPS India says APS may not be required if you do not intend university or preparatory academic study.

If you are exempt, the visa process asks for another proof that your school-leaving certificate gives access to German higher education: an anabin confirmation or a Statement of Comparability from the Central Office for Foreign Education (ZAB). An exemption removes the APS step, not the recognition question.

Mixed backgrounds — Indian schooling with a foreign degree, or the reverse — are where people most often guess wrong. Use the official APS requirements quiz and the German Missions' study visa page, and ask APS India directly if your case is still unclear.

Which APS procedure applies to your educational background

APS India runs several procedures, each with its own checklist. Choosing the right one matters, because APS India processes only complete applications and the fee is not refunded if you chose wrongly.

ProcedureWho it is for, as APS India describes it
Individual — Class XIIClass XII graduates.
Individual — JEE Main and AdvancedClass XII graduates with JEE Main and Advanced results.
Individual — Undergraduates with 2 semestersStudents with at least two completed semesters of a Bachelor's programme.
Individual — Graduates / PostgraduatesApplicants with a completed Bachelor's or Master's degree. Selected Master's applicants may also need a dMAT certificate.
Partnership — Process A and Process POfficially confirmed exchange (A) or partnership (P) programmes, with a selection protocol form. No individual digital certificate is issued.
Landesrecht — N-procedureStudent selection under German state law, only for participating German institutions. Not a general individual procedure.

Timing within your studies. APS certifies the qualifications you have completed and documented when your application is processed. It cannot keep an application open while you wait for later results. APS India therefore advises applying once you have completed the academic stage that decides your admission pathway. If a later qualification changes your admission category, you can request a new evaluation, which requires a new payment.

For undergraduate admission on the basis of an Indian Class XII certificate, APS India's notice of 23 February 2026 sets a minimum of 70% of the maximum overall marks in Class XII, for admissions from Winter Semester 2026/27 under the updated anabin criteria. It applies to both established Class XII routes: Studienkolleg, and direct subject-restricted admission after one successful year of a recognised Bachelor's programme. APS applications submitted before 15 March 2026 are assessed under the earlier criteria, and certificates already issued remain valid. Our Bachelors guide explains both routes.

Academic recognition and anabin

anabin is the database of the Central Office for Foreign Education (ZAB). German institutions use it to assess foreign qualifications and institutions, and APS India applies its criteria.

The status that matters most is your higher education institution's rating. In June 2024 APS India confirmed that institutions rated H+/- or H- in anabin cannot be recognised and that it cannot issue an APS certificate to their students. It linked this to Indian private universities that are not fully accredited by the University Grants Commission (UGC). An institution rated H+ is recognised, though your specific degree must still meet the criteria.

Two further points from APS India:

  • Distance and online degrees are accepted only where the university and the specific programme were recognised by the Distance Education Bureau for the whole course. Certain disciplines are not accepted in distance mode at all; APS India's September 2025 notice lists them.
  • Diplomas — a three-year diploma after Class X alone is generally not enough for undergraduate admission, because 12 years of schooling are normally required.
Check your institution in anabin's institution database before you pay for APS or for any test. The site is in German, which makes the first search awkward. If you are unsure what you are looking at, message us on WhatsApp and we can help you read it.

Document checklist by applicant category

Use APS India's own checklist for your procedure. We deliberately do not publish a single combined list, because the procedures ask for different documents and APS India updates its leaflets separately.

Class XII with JEE Main and AdvancedJEE leaflet

Some rules apply across procedures, according to APS India's FAQs and leaflets:

  • Send legible A4 colour photocopies, copying both sides where printed. Do not send originals unless APS India asks for them.
  • Documents in English, or bilingual with English, generally do not need notarising. A document issued only in an Indian regional language needs a notarised English translation.
  • Submit everything together. APS India may still request further documents during verification.

Step-by-step application

This follows APS India's own six-step overview. The details of each step come from its FAQs and leaflets.

1
Choose your procedure
Use the requirements quiz, then open the checklist for that procedure. If you are a Master's applicant, check whether the dMAT applies.
2
Register online
Create your account on aps-india.de under the correct procedure. Use an email address you will keep, because the certificate is sent there and APS India cannot change it later.
3
Prepare documents
Copies, translations and the signed authorisation letter, as your checklist specifies. Tell your school and university that APS may contact them.
4
Pay the fee
Online through CCAvenue during registration, or by bank transfer. APS India recommends paying online, because a manual transfer needs manual account activation and lengthens processing.
5
Submit by post or courier
Send the printed, signed application form and documents to APS India's mailing address. There are no drop-offs or visiting hours. Keep your courier tracking number.
6
Track your status
Log in to your APS account to follow the status. APS India emails you when verification is complete, and does not give individual courier updates.
Use only the official site

The official site is aps-india.de. APS India has warned that other similarly named domains are not theirs, and states that it is not represented on any social media platform.

Fees, processing times and refunds

Processing timeAt least two weeks; no fixed time for every caseAPS India registration page and FAQs
dMAT, if it applies to you€150, charged separately by g.a.s.t.dMAT guide

Why processing times vary. APS India can issue a certificate only once your school, board or university confirms your records through an official channel. If the institution does not respond, your status may show non-support. In that case, ask the institution to reply to APS India from an official email address. Replies from Gmail, Yahoo or similar accounts are not accepted.

We do not publish an "average" processing time. APS India does not publish one, and figures circulating online cannot account for how quickly your particular institutions respond. Plan with margin, and treat any fixed promise of an APS date with caution.

Digital APS certificates, delivery and verification

Since April 2023 APS India has issued certificates as digitally sealed PDF files, sent to the email address used at registration. Partnership and exchange-procedure participants do not receive individual certificates.

  • Never alter the file. Do not rename, edit, compress, merge, scan or re-save it. Universities, uni-assist and VFS check the seal, and a modified file can fail that check.
  • Verifying the seal. Open the PDF in an up-to-date Adobe Acrobat Reader or in digiSeal Reader. A browser's built-in viewer does not show the signature.
  • Seal warnings. Some certificates issued after December 2025 and before APS India's latest seal update may show signature warnings in certain PDF readers. APS India states that these certificates remain valid as long as the file has not been modified. Institutions with doubts can contact APS India.
  • For the visa, APS India's guidance says you still bring a printed copy of the digital certificate to the VFS appointment.
  • Errors on the certificate — email info@aps-india.de with "DigZert Mistake" in the subject line.

uni-assist accepts older paper APS certificates issued before 23 April 2023 as scans.

How APS connects with uni-assist, VPD, admission and the student visa

APS is one step among several, and each step is run by a different body. Its place in the order depends on your programmes, so check each one rather than assuming a universal sequence.

StepWho decides, and how APS fits
uni-assist applicationuni-assist, for its member universities. Applicants with Indian documents are asked to upload the digitally sealed APS certificate, unchanged, to My assist.
VPDuni-assist, where the university requires one. It is a separate preliminary review with its own fee and processing. APS does not replace it, and a VPD does not replace APS.
Direct university applicationThe university. Its programme page says whether and when it wants the APS certificate.
AdmissionThe university. APS confirms your documents; it does not make you admissible to a particular programme.
Student visaThe competent German mission. The APS certificate is generally required, and student applications that need APS are generally handled through VFS.

The practical consequence is that APS often sits early in the plan, because applications and the visa depend on it. Our Masters guide and admissions guidance show how it fits around shortlisting, VPD and deadlines. Visa & Arrival covers what comes after admission.

APS and the dMAT: when the additional test may be required

For selected Master's applicants, a dMAT certificate is a required part of the APS documentation from the Summer Semester 2027 intake. The test is run by g.a.s.t., not by APS India. On 15 October 2026 APS India said that an updated list of affected fields will be announced shortly.

What matters for your APS application:

  • If the requirement applies to you, you may submit your other APS documents before the dMAT certificate is available. APS India can start verifying them, but issues the APS certificate only after it receives and checks the dMAT result.
  • Only the dMAT certificate can follow later. All academic documents must be in your first submission; you cannot add or update them later alongside the dMAT certificate.
  • Transitional exemptions exist for applicants who registered or shipped documents before 29 June 2026, and for completed APS procedures.

Our dMAT guide covers who is affected, the next test sessions, the format, fees and registration.

Frequent mistakes and how to avoid them

Paying before checking anabin. If your institution is H+/- or H-, APS India cannot issue a certificate, and the fee is not refunded. Check first.

Choosing the wrong procedure. The procedure follows your completed academic stage, not the programme you hope to join. Use the quiz and the matching checklist.

Applying before the relevant results exist. APS India cannot hold an application open for future marksheets. A later re-evaluation means paying again.

Leaving documents out of the first submission. This includes Master's applicants waiting for the dMAT: only the dMAT certificate may follow later.

Not warning your institution. Verification depends on your school, board and university replying from official email addresses. Tell them in advance that APS India may contact them.

Altering the certificate PDF. Renaming or merging it to tidy an upload can break the seal check. Upload the original file on its own.

Treating APS as admission. An APS certificate is a document verification. Admission decisions belong to universities and visa decisions to the German mission.

Frequently asked questions

Do all Indian students need an APS certificate?
No. APS India looks at where your academic documents were issued, not at your passport. If your school-leaving certificate, semesters or degree come from Indian educational institutions and you plan academic study in Germany, you will almost always need it. Recognised exemptions include PhD and postdoctoral study where the German institution does not require APS, scholarships funded by German or EU public funds, and qualifications not issued by an Indian institution, such as the International Baccalaureate or a foreign degree. Check the exemption against the official wording before relying on it.
Do I need the APS certificate before I apply to a university?
Often, yes, but the university or uni-assist sets the timing. uni-assist asks applicants with Indian documents to upload the digitally sealed APS certificate, and the German student visa generally requires it. Because APS India cannot keep an application open, apply once you have completed the academic stage your intended admission depends on, and as early as that allows.
How long does APS verification take?
APS India states that verification takes at least two weeks, and that it cannot give a fixed processing time for every case. The time depends on application volume and on how quickly your school, board or university answers APS India's verification request.
Can I get my APS fee back?
No. APS India states that the processing fee is non-refundable once paid, whatever the outcome of the verification. Check the procedure, the checklist and your institution's anabin status before you pay.
Will I have an APS interview?
Not as a routine step for every applicant. APS India's current general guidance, its six-step overview and FAQs, describes a document-based procedure: register, pay, post your documents, verification, then a digital certificate by email. In July 2024 APS India renamed its result document from Zertifikat to Bescheinigung, explaining that its other APS centres use that name for evaluation results issued without an interview, and calling the change purely terminological. Some older procedure-specific leaflets still mention interviews: the undergraduate checklist valid as of April 2023 says candidates may, under certain circumstances, be asked to attend a personal interview. Follow the current checklist for your procedure and any instructions APS India sends you directly.
Does an APS certificate expire?
APS India's guidance on digital certificates says that a certificate is valid indefinitely once issued. It reflects the qualifications you had completed when it was processed, so if you later complete a qualification that changes your admission category, you can request a new evaluation, which requires a new payment.
Is TestAS required for APS?
APS India states that TestAS is currently not a mandatory part of the APS procedure in India. A university or visa section may still ask for it in an individual case, so check the programme's own requirements.
