The honest funding guide · For Indian applicants

Scholarships in Germany
and Europe: what can
you actually get?

Scholarships exist. Some can fund most of your degree. Others pay only a small part of the bill. Your first job is to understand the difference before you build your plans around one.

The short answer

  • Yes, scholarships exist. Some offer substantial support; others pay only part of your costs.
  • Admission does not automatically include a scholarship. Check the funding decision separately.
  • Check what you still need to pay. Tuition fees, rent, food, insurance and arrival costs are separate parts of your budget.

Read the sections that match your situation. You do not need to read every country before taking your first step.

Researched 12 October 2026 · Bachelor’s and master’s focus · Official sources linked throughout

Plan with confirmed money.A scholarship application is a possibility. A written award is funding.

First, what does “scholarship” actually mean?

01

Tuition-free study

The university does not charge general tuition for your programme. You still pay for daily life and any semester contribution. This is a university fee policy.

02

Tuition waiver

The university reduces or removes tuition you would otherwise owe. Even a 100% waiver can leave all your rent, food and travel unpaid.

03

Living-cost scholarship

You receive money towards living expenses. Check how much, for how long, when it starts, and whether tuition and insurance are covered separately.

A “fully funded” headline is not enough. Read the award conditions: tuition, living allowance, insurance, travel, deposits, payment dates and renewal rules. A generous award can still leave upfront costs.

Many German public bachelor’s and master’s programmes charge no general tuition. Exceptions include non-EU fees in Baden-Württemberg, some Bavarian institutions, and certain programmes. Semester contributions remain separate. Check the exact programme rather than assuming that every public university is free.

Different routes, different applicants

Which scholarships should you check in Germany?

DAAD means the German Academic Exchange Service. It runs several funding programmes with different rules. “Apply for DAAD” is incomplete advice: you need the exact scholarship name, eligible country, degree, subject and deadline. DAAD funding is mainly aimed at graduates and researchers; it is not a universal full-degree bachelor’s fund.

DAAD EPOS · For relevant work experience

EPOS supports selected master’s and other postgraduate courses linked to development, such as improving public services, health or the environment. The published profile includes strong academic results, a relevant first degree and at least two years of relevant work after your bachelor’s, by the application date. You must explain how the degree will help you contribute to development in your home country or region.

Graduate funding currently includes €992 per month, insurance contributions and a travel allowance. There are also limits related to when you completed your degree and how long you have lived in Germany. The call normally describes a four-year bachelor’s; applicants with a three-year degree must check the course’s acceptance rules.

Honest assessment: a serious route for an experienced, well-matched applicant. A fresh graduate without the required work experience should not treat EPOS as their main plan. Only listed courses qualify; submit through the course’s stated route.

Official sources: DAAD: EPOS eligibility and funding ↗ · DAAD: EPOS courses for 2027/28 ↗

DAAD STEM · For a first master’s in a relevant field

STEM means science, technology, engineering and mathematics. This call covers relevant tuition-free master’s programmes in mathematics, computer science, natural sciences and engineering.

The current call offers €992 monthly, insurance contributions and other specified support for 10–24 months. Your first degree must be completed by the scholarship deadline. Applicants who already hold a master’s at that deadline cannot apply. A master’s already started in Germany is excluded.

Honest assessment: check this before assuming every DAAD route requires two years of employment. Strong academics, language evidence, study fit and selection still matter. Filter the database for your country of application; deadlines can differ by country.

Official sources: DAAD: STEM scholarships ↗

Helmut-Schmidt · Public policy and governance

This is a selected-course route for graduates in fields such as social and political sciences, law, economics, public policy and administration. It values relevant practical experience, which can include internships or social and political engagement; course-specific rules matter.

The 2027 call includes a €992 monthly allowance, tuition exemption, health insurance and specified additional support. Some course arrangements have different funding rates.

Honest assessment: relevant for a strong applicant with a credible public-service or development direction. It is not a general scholarship for any business or humanities master’s. The 2027 application period ended on 31 July 2026. That call also specifically requested APS certificates from Indian applicants.

Deutschlandstipendium · Helpful monthly support

The Germany Scholarship pays €300 per month. Apply through a participating university, following its rules. Stuttgart, for example, allows both national and international degree students to apply.

Honest assessment: useful help, but insufficient on its own to pay the whole cost of studying. Do not arrive assuming you will receive it after enrolment. The availability and selection process are university-specific.

Official sources: Destatis: Deutschlandstipendium, 2025 figures ↗ · University of Stuttgart: scholarships and temporary support ↗

Foundations · Strong academics plus real engagement

Foundation scholarships can consider academic performance and social commitment. For example, Heinrich Böll accepts eligible international applicants for master’s study and requires documented German at B2 or DSH 1 under its published checklist.

Honest assessment: an English-taught degree does not remove the scholarship’s German requirement. Read the specific foundation’s values, eligibility and application rules. A last-minute volunteering certificate is weak evidence of sustained commitment.

Official sources: Heinrich Böll Foundation: scholarship calls ↗ · Heinrich Böll Foundation: applicant checklist ↗

University support · Often for students already enrolled

International offices may administer completion grants, engagement awards or temporary financial support. Stuttgart’s STIBET awards illustrate this: some are for later semesters or students close to graduation. The university decides the amount and duration for each award.

Honest assessment: ask your university what exists, but do not use a short-term or emergency grant as the funding plan for a whole degree. These funds serve specific circumstances.

Compare the full bill

What about other European countries?

A scholarship can make another country worth considering. The course still needs to fit your education and goals. A funded degree you do not want is a poor long-term decision.

Across Europe · Erasmus Mundus Joint Masters

These are jointly delivered master’s degrees involving several universities and study locations. Students worldwide can apply. Scholarship holders receive funding calculated at €1,400 per month for the programme duration, and the EU rules prevent charging them tuition or other mandatory participation costs.

Apply to the group of universities running that particular master’s programme. Many application windows fall between October and January. Check that scholarships are offered for the year you want to start.

Honest assessment: substantial funding, with competitive selection and a need to fit the programme closely. Admission without a scholarship is possible. Mobility is part of the study model; this is not a promise to spend the entire degree in Germany.

Official sources: European Commission: Erasmus Mundus student applications ↗ · European Commission: Erasmus Mundus funding rules ↗

France · Eiffel and Charpak Master

Eiffel: master’s funding is currently €1,200 monthly, plus specified services such as transport and insurance. A French university or other eligible institution must select you and submit your scholarship application. The scholarship itself does not pay tuition; clarify any separate fee exemption with the institution. The university may ask for your documents well before Campus France’s final deadline.

Charpak Master: an India-focused route with a published €860 monthly living allowance and specified fee-related benefits. Do not assume these benefits remove tuition. The 2026 results are already finalised; wait for and check the next official call.

Honest assessment: strong routes to investigate if your course fits. Nomination, age and academic rules can limit eligibility; verify the current call rather than applying from a social-media checklist.

Official sources: Campus France: Eiffel funding ↗ · Campus France: Eiffel 2027 call ↗ · Campus France India: Charpak Master ↗

Italy · Regional aid and MAECI are different

Regional aid: public universities and regional bodies can offer support based on household finances and academic progress. Benefits can combine cash, meals, accommodation and fee relief. International applicants may need an assessment of their family’s income and assets, often called ISEE parificato.

Padua’s rules show why detail matters: incomplete steps lead to exclusion, an existing qualification at the same or higher level can disqualify you, and first-year payments depend partly on earned credits. If you do not pass enough credits, the support can be withdrawn.

MAECI: the Italian government’s separate 2026/27 call offered €10,800 for the relevant nine-month awards, paid in instalments. Age and language rules apply. Tuition exemption depends on the university; regional fees remain payable. That call closed on 26 March 2026. MAECI cannot be combined with Italian government or regional public scholarships under that call.

Honest assessment: regional aid deserves attention for a lower-income applicant with complete, valid documents. It is not automatic merely because the applicant is Indian or has low income. Budget for arrival and the time before payments.

Official sources: Italian Embassy in India: MAECI 2026/27 call ↗ · University of Padua: regional scholarship rules ↗

The Netherlands · Small support or a rare larger award

NL Scholarship: €5,000 in the first year for selected non-European Economic Area bachelor’s or master’s applicants. The official page explicitly says it is not a full-tuition scholarship.

Maastricht NL-High Potential: a separate, larger master’s award covering tuition and specified living, insurance and visa costs. Maastricht’s published warning says only 2% of applicants receive it. Air tickets are excluded.

Honest assessment: distinguish the national €5,000 award from the larger university package. If you need the large award to afford the degree, do not commit until funding is confirmed.

Official sources: Nuffic / Study in NL: NL Scholarship ↗ · Maastricht University: NL-High Potential, 2027/28 ↗

Ireland · GOI-IES, for one funded year

The Government of Ireland International Education Scholarship offers €10,000 for one year and a full fee waiver for that year at an eligible institution. The scheme states 60 awards annually.

Eligible applicants need a conditional or final admission offer when applying. The scheme covers eligible postgraduate study, not a universal bachelor’s scholarship.

Honest assessment: a limited, competitive route. One funded year does not automatically fund a longer degree. Check local living costs against the stipend and fund any difference. The 2026 call is closed.

Official sources: Ireland HEA: Government of Ireland International Education Scholarships ↗

Finland · Usually tuition support, with living costs left to you

Universities offer competitive tuition scholarships and waivers for bachelor’s and master’s study. Finland’s official portal states that there is no government scholarship programme for these degrees and warns against misleading fully funded government-scholarship ads.

Honest assessment: a full tuition waiver can be valuable, but the remaining living budget may still make the course unaffordable. Read the university’s renewal rules before accepting.

Official sources: Study in Finland: bachelor’s and master’s scholarships ↗

Hungary · Stipendium Hungaricum

The published bachelor’s/master’s package includes tuition exemption, HUF 43,700 monthly, a dormitory place or HUF 40,000 monthly towards accommodation, and specified health cover.

The provider explicitly says this support does not cover all living costs. Eligible study fields and nomination processes depend on the sending-country agreement; check the India route and current call.

Honest assessment: broad support, but not a zero-money move. Check the real budget for your university city and the steps required by your sending partner.

How many students actually get scholarships?

There is no single honest “Germany scholarship success rate”. Different awards serve different students. “How many received funding?”, “What share of all students received it?” and “What share of applicants won?” are different questions.

Scheme and periodPublished figureWhat it means
Deutschlandstipendium · 202533,500 recipients; 1.2% of all enrolled studentsA share of enrolled students; not an applicant success rate or an Indian-only statistic.
Maastricht NL-High Potential · current pageOnly 2% of applicants awardedThis award’s selection warning; not your personal chance or a national rate.
Ireland GOI-IES · annual scheme60 awardsLimited award capacity. Without the matching applicant total, we cannot calculate a selection rate.
Stipendium Hungaricum · 2026/27113,806 applications reportedApplication volume. The announcement does not provide a matching winner total for calculating a rate.
DAAD EPOS / STEM / Helmut-Schmidt; Erasmus Mundus; Eiffel; Charpak; Italian regional aidNo comparable applicant-to-award rate established in this guideRead the specific scheme or course results if published. Missing data is not proof that an award is easy or impossible.

DAAD’s organisation-wide funding totals include different countries, study stages and types of support. They cannot be presented as the number of Indian students winning a fully funded master’s in Germany.

TLE judgement: substantial merit funding should be treated as competitive additional funding until awarded. Financial need can matter, especially for need-based aid, but it does not replace the scheme’s other rules.

Start with your situation

Which route is worth your time?

This is a research starting point, not an eligibility decision. Check both the degree and the scholarship against your actual documents.

After Class 12
Check the bachelor’s admission route first. Explore university-specific awards, Italian regional aid and relevant Hungarian options. Do not use postgraduate DAAD or Erasmus Mundus schemes as a bachelor’s funding plan.
Fresh graduate
Investigate suitable Erasmus Mundus and university master’s awards; check STEM if the field and call fit. Helmut-Schmidt may fit relevant public-policy experience. EPOS requires the stated post-degree work experience.
Two or more years of relevant work
Check listed EPOS courses and the development purpose. Work experience does not overcome missing subject prerequisites or weak course fit.
Lower household income
Investigate regional Italian aid and prepare family income/assets documentation early. Rules include more than income alone.
Already have a master’s
Read exclusions before investing time. The DAAD STEM call excludes an existing master’s; Padua’s regional scheme excludes an existing qualification at the same or higher level.
Cannot study without funding
Apply to a focused set of eligible substantial awards. Keep a later-intake or local-study fallback. Wait for the award and check remaining costs before making non-refundable commitments.

The harshest fact: tuition can be zero while your budget still fails

For the German student visa route, the German Missions in India currently list a blocked-account benchmark of €11,904 for the first year, with €992 available monthly. This is a proof-of-funds benchmark, not a guarantee that every city or household can live comfortably on that amount.

The blocked account contains your own money, released for living expenses. It is not a fee paid to the university, and money you spend from it does not return to you after graduation.

The mission also lists German/EU scholarship evidence as a funding route. Do not assume every small scholarship removes the whole financial requirement. Check the award’s amount, duration and recognition with the mission for your case.

Illustrative budget · not an official cost estimate

If your actual living costs are €1,100 monthly and your award pays €300, you still need €800 a month, or €9,600 a year. That calculation excludes any tuition, semester contributions, flights, deposits and application costs.

Prepare two budgets: the total cost of the degree and the cash you need before the first scholarship payment. Ask when instalments arrive, which expenses are reimbursed later, and what happens if renewal is refused.

TLE judgement: if your plan works only when an unawarded scholarship and an immediate part-time job both happen, the plan is too fragile. Change the budget, shortlist or intake before committing.

Do the checks before the paperwork

How to apply, in a simple sequence

  1. Write down your limits. Degree level, field, intake, available money, language ability and whether you can proceed without funding.
  2. Check academic admission first. Use the programme’s official requirements and your transcript. Scholarship eligibility does not repair missing subject credits or an unacceptable qualification.
  3. Build a small funding shortlist. Record the exact scholarship, eligible country, subject, age/residence/work rules, amount, duration and unpaid costs.
  4. Find the real submission route. Direct portal, university application, institution nomination, course application or regional aid request. These are different processes.
  5. Put both deadlines in your calendar. Admission and scholarship deadlines can differ. Add earlier nomination and referee deadlines too.
  6. Prepare evidence. Passport, degree/transcripts and grading scale, CV, language certificate, motivation letter and references. Add employment, engagement or household-finance records only where required. For Germany, check Academic Evaluation Centre (APS) and any Uni-Assist preliminary review documentation (VPD) separately.
  7. Write for this award. Explain why this programme fits your preparation and what you intend to do with it. Support claims with real projects, work or engagement. Follow the length and document rules.
  8. Submit and keep proof. Save the application, uploaded files, confirmation and correspondence. Prepare for interviews where used.
  9. Read the award before accepting. Confirm coverage, exclusions, payment dates, academic-progress conditions, renewal, work rules and restrictions on combining funding.
  10. Recheck affordability and visa requirements. Proceed when your funding plan is supported by documents, including a plan for remaining and upfront costs.

For Germany, use our master’s application guide or bachelor’s guide alongside the official scholarship instructions. A single universal “admission → scholarship → APS” sequence is not reliable.

Questions students ask before spending money

Can an average student get a scholarship?

Possibly, depending on the scheme. Merit awards may demand exceptional academics; need-based aid examines finances and other conditions. “Average” is too vague to determine eligibility. Use your actual grades, coursework and evidence.

Does admission mean I get funding?

No. You can receive admission and no scholarship. Read whether funding is bundled with the offer, decided separately, or available through another body.

Will a consultant guarantee a scholarship?

No honest adviser can control the award committee. Ask for the exact official scheme and rules behind any promise. Guaranteed funding without an official award is not a budget.

Can I combine two scholarships or work while funded?

Only if the relevant conditions allow it. Check both funders’ rules and any applicable work restrictions before assuming you can stack the amounts.

Should I apply for anything labelled “fully funded”?

No. Check citizenship, degree level, subject fit, payment schedule and exclusions. A short exchange grant or a research fellowship does not fund an unrelated full degree.

Are bachelor’s scholarships as widely available as master’s routes?

The named postgraduate routes in this guide do not fund bachelor’s study. Bachelor’s applicants should look specifically at university awards, relevant regional aid and sending-country schemes, while checking admission and the remaining budget.

At The Leap Europe, our role is to help you read the requirements and question the plan. The university and scholarship body decide the outcome. This guide is free to use; start with the official sources below.

Official sources and what we could verify

All sources below were consulted on 12 October 2026. Amounts and rules refer to the named current or latest published calls, not a promise that the same terms will apply to your intake.
